Please could you disclose the following:
1. Does the Police and Crime Commissioner accept the following suppositions?
a. Illegal exhausts can cause horses to panic.
b. Panicking horses are a potentially life-threatening risk to their rider, handler or anyone in the vicinity.
c. Panicking horses are potentially a life-threatening risk to themselves.
d. Horses can hear beyond the human hearing range.
e. Horse riders are approximately ten times more likely to be in a serious accident (requiring the attendance of a hospital) than a motorcyclist. If not, what does he believe the risk ratio to be?
f. Horse riders are the most vulnerable road users. If not, what is the hierarchy of vulnerability?

2. In the last 3 months, how much funding has the OPCC specifically allocated to Horse Road Safety and if any, how was it used?


3. In the next 3 months, how much funding is allocated by the OPCC specifically to Horse Road Safety and if any, how will it be allocated?


4. Will the Police and Crime Commissioner, in the next 3 months, be making available any
funding for community initiative to:
a. Tackle illegal exhausts? If so, could the details be provided?
b. Improve Horse Road Safety? If so, could the details be provided?

5. From the £280,000 fund for community road safety the Police and Crime Commissioner

announced that he was providing prior to election, how much has been allocated and to what initiatives?

Please see the below response to your request.
Your Freedom of Information (FOI) request is refused.
In arriving at this conclusion the following points have been considered:

  1. Your frequent and persistent previous contact with this office on the same subject, to which
    we have already responded adequately and appropriately
  2. The nature of information you have requested, which includes attempts to ask for the PCC’s
    personal opinion. This is an abuse of the FOI process. The remainder of the information is
    already published routinely on the PCC’s website.
  3. The potential to resolve the matter through alternative means, particularly considering the
    history of your contact on this issue.
  4. Guidance from the Information Commissioner’s Office. Your request satisfies a number of
    considerations around what should be considered vexatious: dealing with vexatious requests

In consideration of the above, your request is judged to be vexatious and is therefore refused, as per Section 14(1) of the FOI Act.

If you disagree with this, you have the right to take seek an internal review in the first instance, or take the matter up with the Information Commissioner’s Office.

Complaints

If you think that the Police and Crime Commissioner has failed to supply information in accordance with the publication scheme, then you should write in the first instance, to the:

The PCC will aim to deal with your complaint within 10 working days. If you are dissatisfied with the response you can ask for the matter to be internally reviewed. Internal reviews will be completed promptly and a response given to you within 20 working days of your further request.
