EXECUTIVE SUMMARY
A pilot project around the use of ultra-low emission electronic vehicles (ULEVs) is
planned at Worcester police station (PCC/D/2022/18 refers).
Implementation of this project requires modifications to the police estate, including
the addition of multiple charging points.
It was proposed in PCC/D/2022/25 that the Police and Crime Commissioner (PCC)
allocate funding of £100,000 to cover the full costs of the estate modifications
required, as well as delegating authority over the use of this money to the Head of
Estates to ensure quick implementation, whilst still being required to secure best
value for public money.
Following a comprehensive process to review the requirements for the pilot the
updated quotation is for £116k to provide a combination of charging infrastructure
as follows;
-1x V75 Dual 75kW DC rapid charger unit = 2x charging outlets
-4x T7 dual 7kW AC units = 8x charging outlets
-Enabling works will include the installation of a ‘load balancing array’ that
allow additional 8 x 7kW dual chargers to be installed at a later date and
additional cost.
PROPOSAL
That the PCC approve the allocation of up to £125,000 from the capital budget to
cover the costs of installing electric charging infrastructure necessary to
commence the ULEV pilot at Worcester police station. Any unspent allocation will
then be repurposed.
That the PCC formally delegate authority to the Head of Estates (OPCC) to use
the resources as required, supporting the aims of the project whilst securing best
value for public money.

SUPPORTING REPORT
A pilot project around the use of ULEVs is planned at Worcester police station
(PCC/D/2022/18 refers).
Implementation of this project requires modifications to the police estate, including
the addition of multiple charging points.
Precise estates costs are to be determined. However, there is appetite from both
the PCC and West Mercia Police for the project to be delivered at pace.
It was proposed in PCC/D/2022/25 that the Police and Crime Commissioner (PCC)
allocate funding of £100k to cover the full costs of the estate modifications
required.
Following a review of need and discussion at Estates Governance board on the 2nd
February 2023, the proposal is to provide a combination of charging infrastructure,
at an estimate of £116k as follows;
– 1x V75 Dual 75kW DC rapid charger unit = 2x charging outlets
– 4x T7 dual 7kW AC units = 8x charging outlets
Enabling works will include the installation of a ‘load balancing array’ that allow
additional 8x 7kW dual chargers to be installed at a later date and additional cost
This will support the pilot to obtain learning and inform the future strategy for
further roll out of an electric fleet across West Mercia, reducing the carbon footprint
associated with policing and delivering best value for public money. The proposal
is that the capital allocation of £100k in PCC/D/2022/25 is increased by £25k, to a
spend up to £125k to allow for contingencies if required.

FINANCIAL AND TREASURER COMMENTS
The budget increase of £25,000 reflects the most recent quote for installation of
the charging points to enable a pilot to be completed at Worcester Police station of
the use of ULEVs as part of the police fleet and inform future strategy for use of
ULEVs across West Mercia.

By virtue of schedule 11, paragraph 14 of the Police Reform and Social
Responsibility Act 2011 the Police and Crime Commissioner may do anything
which is calculated to facilitate, or is conducive or incidental to, the exercise of the
functions of commissioner. That includes: entering into contracts and other
agreements (whether legally binding or not) and acquiring and disposing of
property (including land)
