EXECUTIVE SUMMARY

In December 2023 the Police and Crime Commissioner (PCC) ran a recruitment process to identify the next substantive Chief Constable of West Mercia Police.

Arising from that process, Commander Kyle Gordon was identified as the PCC’s preferred candidate for the role (decision notice PCC/D/2023/32 refers).

Commander Gordon has not commenced in post and no formal offer of employment has been made.

Circumstances around the PCC’s previous position have now changed in a manner that was unforeseeable at the time.

The PCC wishes to revoke any previous indication of appointment to Mr Gordon and withdraw his status as preferred candidate to become the Chief Constable of West Mercia Police.

PROPOSAL

That the PCC confirm the withdrawal of any previous indication of appointment to Kyle Gordon and revoke his status as the preferred candidate to be the Chief Constable of West Mercia Police.

By virtue of schedule 11, paragraph 14 of the Police Reform and Social Responsibility Act 2011 the Police and Crime Commissioner may do anything which is calculated to facilitate, or is conducive or incidental to, the exercise of the functions of commissioner. That includes: entering into contracts and other agreements (whether legally binding or not) and acquiring and disposing of property (including land).
