Victims
All PCCs receive an annual grant from the Ministry of Justice to commission free practical and emotional support helping victims cope and recover, whether they have reported it to the police or not. John Campion provides a ‘top up’ to this funding stream from his own budget, ensuring specialist providers are accessible to victims of domestic abuse, sexual violence and child sexual exploitation.
The above list of PCC victims funded initiatives is in addition to the West Mercia wide funded projects which are also available to the communities of North Worcestershire.
The Commissioner’s Grant Scheme (CGS)
This budget focuses on projects committed to delivering outcomes in the Safer West Mercia Plan.
Preventing/Reducing Burglary
Upper Tier Local Authority Councillors have access to financial support for reducing acquisitive crime. The PCC offers a 25% contribution to the WDBC scheme increasing the ‘We Don’t Buy Crime’ areas across West Mercia. WDBC towns and villages are where
70% of residential properties have marked their possessions with Smartwater (a water-based solution with a unique forensic code that shows up under UV light) WDBC signs are installed through the village/town warning potential offenders preventing burglary.
£50,000 (match funding) – Worcestershire Community Foundation Community Fund
A joint funded project with Worcestershire Community Fund (total of £100K) to reach out to and engage a wide range of grassroots community organisations/groups, with an emphasis on encouraging applications from minority groups of all kinds. Applicants may be experiencing difficulties of many kinds within their communities and wish to set up positive initiatives to develop community cohesion or address early-stage crime prevention.
£1,200,000 (2023/24 until 2024/25 for North and South Worcestershire)
For Safe, Stronger Communities. This funding has been ring-fenced for a project which will run in partnership between Worcestershire County Council and the Police & Crime Commissioner for West Mercia. It will seek to address the root causes of crime within targeted areas, improving life for communities within Worcestershire. Recognising that
Worcestershire in particular is complex due to the two-tier system of local government, £200,000 has been allocated for investment at a District level, to be facilitated through the two Community Safety Partnerships. This funding will be subject to matched “resource” to be provided by the District Councils.
Community Safety Partnership (CSP) Grants
Each CSP is provided with a ring-fenced budget from the PCC. This budget is spent on pro-active community safety initiatives, addressing local needs and creating a safer and more secure West Mercia.
Core funding £139,250 allocated as follows:
£20,000 – CSP Partnership Analysts
To the NW partnership Analyst to scan and analyse emerging problems and development of partnership responses and information sharing.
£1,000 – IOM
IOM and reducing reoffending are a long-established issue linked to expanding preventative measures, community safety would be greatly improved. The funding will be utilised to take up schemes such as the “Buddi-tag system” and the charitable Probation Care Trust who offer immediate, tailored support to offenders across West Mercia, to assist them in integrating back into the community and breaking the cycle of reoffending.
£5,412 – Hate Crime
To extend the current funding until March 2024 which will deliver an engagement and awareness programme to increase public awareness of and confidence in reporting hate-related crimes and incidents. We will achieve this by targeting organisations that are closely related to those at higher risk of vulnerability or are community based to broaden our reach to those who might otherwise feel apprehension in reporting.
£2,000 – Crimestoppers
Funding contributes towards the salary of a Regional Manager who will deliver 3 anti-crime campaigns a year.
£20,000 – Wyre Forest Detached Youth Team
This partnership project brings together Safer Wyre Forest, Wyre Forest District Council, KDYT and West Mercia Police to deliver two weekly detached youth work sessions. These sessions see the KDYT Youth Bus visit areas highlighted as having increased ASB, relationships are developed with young people and work starts from there.
Commissioner’s Community Fund (CCF)
The PCC provides the safer neighbourhood teams with the autonomy to support local initiatives. A branch of this fund is for ‘safer roads’, whereby SNTs can apply for funding to prevent the harm caused by a road traffic collision in the areas they serve.

Education and diversion to reduce knife related crime in young people 10 to 17 years old.
£170 – Broadwaters in Bloom
Area improvement in an identified high harm impact zone.
£4,000 – Redditch Self Defence and Youth Engagement
Youth Engagement Diversionary activities for victim support and Anti Knife Crime Activities.
£2,500 – Kidderminster Pride
A community focussed, annual event celebrating the LGBTQ+ community while educating people on what is available resource wise.
£965 – Redditch Active Community Hub
Arch will deliver indoor cricket or/and football sessions aimed at individuals between the ages of 6-18 years old from the Redditch Community. The project will be open to youth/teens from all backgrounds, and we hope it will be a vehicle in breaking barriers between the youth that may exist, we believe the large number of participants will be individuals from minority backgrounds and those most marginalised from society.
£4,946 – Equipment for Design Out Crime role
To contribute towards reducing crime and making our communities / victims feel safer, increasing public satisfaction and confidence with our police service.
£98 – Redditch Pride Parade
Supporting the Parade for PRIDE in Redditch Town Centre, Supporting our community.
£4,524 – Young Cadet Programme
During the course we will work with a wide range of year 5 pupils within the school setting covering topics that include ASB, Communication, Road Safety, MISPERS, Security and forensics.
£752 – Batchley Support Group
Batchley Support Group is a charity which aims to empower local people by providing a safe place to help tackle loneliness, anxiety, depression and poor mental health
