EXECUTIVE SUMMARY
Following a recruitment process the Police and Crime Commissioner (PCC) has selected a preferred candidate to become Deputy PCC for West Mercia.
The Commissioner’s appointment of Marc Bayliss into the role is subject to contract and confirmation by the Police and Crime Panel.

That the PCC formalise his selection of Marc Bayliss as preferred candidate for the Deputy PCC role in West Mercia.

SUPPORTING REPORT
By virtue of s18 of the Police Reform and Social Responsibility Act 2011 (the Act) the PCC may appoint a person to be the Deputy PCC. The post is not politically restricted.
Marc Bayliss was originally appointed to the role in 2022 following a full, thorough recruitment process and confirmation by the Police and Crime Panel. His contract ended in May 2024, co-terminus with the PCC’s term of office.
Following the re-election of John Campion as PCC, a process has been conducted to verify Mr Bayliss continues to meet the Commissioner’s requirements as Deputy PCC.
This process included review of the role profile, Mr Bayliss being invited to apply setting out how he met key criteria from the role profile, and a formal interview with the PCC, observed by the Chief Executive and Monitoring Officer.
Details of this process were identical to a similar scenario in 2021. The process followed national good practice identified via the Association of PCCs and Association of Police and Crime Chief Executives, and was agreed in advance as being appropriate to the scenario by the West Mercia Police and Crime Panel.
At the end of the process, it was agreed by the PCC that Mr Bayliss continued to meet the requirements of the role.
Mr Bayliss’ role is subject to terms and conditions that include a salary of £36,586 (0.7 FTE pro rata equivalent), and a requirement to maintain Management Vetting.
The appointment of the new Deputy PCC remains subject to contract and confirmation by the Police and Crime Panel.

Costs for the post are budgeted. The appointment remains subject to contract and confirmation by the Police and Crime Panel
LEGAL CONSIDERATIONS
By virtue of schedule 11, paragraph 14 of the Police Reform and Social Responsibility Act 2011 the Police and Crime Commissioner may do anything which is calculated to facilitate, or is conducive or incidental to, the exercise of the functions of commissioner. That includes: entering into contracts and other agreements (whether legally binding or not) and acquiring and disposing of property (including land).
